Inspections Carried
Out
In
the wake of re-organisation and cadre re-structuring,
the number of Commissionerates of Customs and Central
Excise has gone up to 133 and the number of Divisions
460 which would mean DGI may have to conduct inspection
of 35 formations and 46 Central Excise Commissionerates
besides 155 inspection of the Divisions in a year.
Member
(Central Excise) vide his DO letter bearing No.B-12014/99/78/Ad.IV
dated 27.11.1978 had suggested inspections to be carried
out by the Commissioners and senior officers of the Commissionerate
and had suggested the following:
(a)
All divisions should be inspected by the Collector (now
Commissioner) or his Deputy Collectors (now Joint Commissioners)
once a year.
(b) 20-25 percent of the Ranges may be inspected by the
Collector (now Commissioner) or his Deputy Collectors
(now Joint Commissioners).
The
inspection of the field formations by DGI is based on
the details furnished by the Commissionerates in their
Monthly Technical Reports besides, information pertaining
to certain key areas of performance which is specifically
sought from them. An annual action plan prepared and got
approved from the Board. For this purpose details are
received/from Commissionerates in prescribed formats which
are compiled and consolidated for onward transmissions
to CBEC. The report forwarded to Board facilitates evaluation
of the Commissionerates and for answering Parliament Question.
