The Directorate General is to advise the Board
on questions relating to staffing. It will also be
the duty of the Directorate to report how far the
Custom House and Central Excise formations they inspect
are adequately staffed for their current needs and
for coping with any extra work that might be imposed
on them from time to time; and that the staff is distributed
equitably and in suitable grades in all branches.
It will however, be the responsibility of the Commissioner
to see that the staff under their charge is adequate
but not excessive and it will be their duty to review
this question of staffing periodically so as to ensure
that staff rendered surplus temporarily is usefully
employed and where necessary the strength is augmented.
All problems relating to downsizing of staff consequent
on reduction of customs and excise work and expansion
of staff following assumption of new duties will be
studied by the Directorate General in close collaboration
with the Commissioners and their staff and the Board
will be kept informed of the result of these studies.
